The Council, in its infinite wisdom, does not publish its documents as html, only as (downloadable) pdfs.  We will campaign for them to Change Their Ways.  In the decades between now and succeeding in that campaign, we will post their documents as html, add hyperlinks and invite comments.  We’ll send them the invoice for this…
