If you’ve seen Gravity, you’ll know the phenomenon – a collision between two orbiting objects, sending off debris that then hits other objects, which … well, a casdcade.
I’ve used that to describe FOIAs that are based on the answers to previous FOIAs. Because my brain works like that. Whatever.
